According to France Football, they made a proposal worth €30m to Monaco for Falcao, who has been mentioned as a potential target.
However, the Ligue 1 winners rejected the bid and want more for the 31-year-old Colombia international.
Milan’s other targets are Pierre-Emerick Aubameyang of Borussia Dortmund, Fiorentina’s Nikola Kalinic and Torino hitman Andrea Belotti.
