The midfielder joined from Roma in 2009 for £17m, but has barely featured in the Reds jersey due to injuries and poor form.
He has spent the last two seasons on loan in Serie A, but neither Juventus nor Milan took up their options to make the move permanent.
“The boy Aquilani is a wonderful talent and a terrific player, but he might not be able to settle,” noted new Liverpool manager Rodgers.
“He might not be able to adapt to the country so you've got all those issues and sometimes you're not aware of that until you sit down and speak to the people.”
