It is claimed President Claudio Lotito and director Igli Tare were in France to complete the transfer late last night.
Ciani will cost €4m and sign a four-year contract with the Biancocelesti.
He also has one cap for France after playing regularly at Under-21 level.
Ciani’s previous clubs were Racing Paris, Charleroi, Auxerre, Sedan and Lorient.
