However, if a new Pope is elected soon by a conclave of 115 Cardinals, then over 60 heads of state and thousands of people will flock to the Vatican.
The local authorities have warned they do not have sufficient manpower to provide security for both this huge global event and a football match on the same day.
A new Pope will be named after Benedict XVI resigned last month due to ill health.
