Juventus lost to Bayern Munich in the Champions League quarter-finals this week, while Milan fell at the last 16 stage.
Meanwhile, in the Europa League, Lazio lost 3-1 on aggregate to Fenerbahce on Thursday.
“It is not normal to reach this point of the season and find no Italian teams here,” the Benfica official said at the UEFA draws as his side were paired with Fenerbahce in the last four.
“However, you have to take into account that Juve lost to Bayern Munich and Milan to Barcelona – they are two great clubs.
“Italian football is not living through a good time in Europe right now, but the game on the peninsula is still of an excellent level.”
