Rafael’s contract with Santos expires in August 2014, so the club is eager not to lose him on a free transfer.
The Partenopei have offered €5m and many believe Santos are going to accept with the player agreeing a four-year contract worth €1m per season.
Instead, Roma are turning their focus towards Julio Cesar, who has been released by QPR following relegation.
