The striker is on the transfer list after a series of problems with management, club chiefs and the fans.
So far he has been linked with Southampton, Tottenham, Arsenal, Manchester United, Valencia and Napoli among others, but turned down all offers.
According to Sky Sport Italia, Bundesliga side Wolfsburg have now come forward with a €20m proposal to sign Osvaldo.
They are also offering a contract worth €2.8m per season.
Osvaldo has earned a recall to the Italy side for the friendly against Argentina on August 14, as he was dropped for the Confederations Cup after insulting then-Roma Coach Aurelio Andreazzoli.
