A former Barcelona youth player, Keita joined Lazio in 2011 and last season scored 11 goals in 39 games between senior and Primavera football.
According to Sky Sport Italia and Goal, Liverpool offered £16m (€20m) to sign Keita this summer, but Lazio turned it down.
The Aquile have set an asking price of at least £24m (€30m) for the Spain-born striker of Senegalese origins.
