According to the Corriere dello Sport, Roma are only prepared to offer €11m for the remaining half of the contract, whereas Cagliari hope to bring in €15m.
The lack of a deal is allowing other clubs in, as they could buy out Cagliari’s half for €15m and make a bid to get him outright.
Juventus and Manchester United are the main contenders for the Belgium international.
