Torino had been the favourites, but the Partenopei surged forward over the last 48 hours.
The 31-year-old is only under contract until June 2017, so any transfer fee will be relatively small at €1.5m – slightly less than Torino were due to pay, as Napoli are handing it over in one instalment.
The three-year contract would be worth €1.5m per season and, crucially, Giaccherini has already agreed terms on image rights.
He rediscovered his form on loan at Bologna and impressed at Euro 2016.
