According to Sky Sport Italia, Milan have opened up a €15m budget to buy a new midfielder.
The decision was given the all-clear by both President Silvio Berlusconi's company Fininvest and Marco Fassone, who is acting as representative for the Chinese conglomerate.
The club is in the process of a takeover by Chinese investors, which should be completed in November.
Delays in negotiations have held up the transfer campaign so far this summer.
