Sampdoria have cut their salary budget by about €3-4m this summer, in line with FIFA and Lega requirements.

The Fifa Fair Play regulations will be matched by new, parallel demands by the Lega Serie A as of the 2018-19 season, imposing budget parity on all football clubs.

CalcioNews24 reports that the Doria have been getting in line with these demands and keeping a limit on the salaries of new signings, as well as getting rid of some high-earning players like Fabio Quagliarella, Matias Silvestre and (eventually) Antonio Cassano.
