Italy boss Cesare Prandelli claims Manchester City striker Mario Balotelli has asked for his help.
The 20-year-old striker was sent off in a Europa League tie against Dynamo Kiev last week.
Roberto Mancini was very critical of Balotelli and he wasn't called up to represent Italy.
The FIGC have implemented a code of ethics outlawing unsporting conduct.
Roma midfielder Daniele De Rossi was also left out after his elbow against Shakhtar Donetsk.
"I have heard from Balotelli," said Prandelli. "He understands that he made a fool of himself.
"He said to me: 'I need help. I always ruin everything but I care a lot about the national team.
"I haven't spoken with De Rossi. Anyway it made me happy to read the latest comments that he released yesterday so we'll start again from there.
"He is important for us but I also judge players on their behaviour. Anyway I could call up both Daniele and Balotelli for the friendly against Ukraine. We'll see.
"The code of ethics must be respected by everyone."
