According to the Gazzetta dello Sport, a decisive meeting is due next week, as Inler returns from international duty with Switzerland on Monday.
Udinese want the situation resolved before they begin pre-season training on July 10.
Meanwhile, Napoli are also stepping up their bid for Tottenham midfielder Palacios.
The 26-year-old was at first seen as an alternative to Inler, but is increasingly likely to arrive regardless of the other negotiations.
