The Frenchman has been strongly associated with the capital club in recent times and a switch is seemingly imminent.
The Biancocelesti, according to whispers on Thursday, have agreed a €5.8m fee with his Greek club.
The 29-year-old will be offered a four-year contract, with an option for a further 12-months, worth €2m a campaign.
Cisse's arrival will almost certainly push Sergio Floccari out of the door with Parma a possible destination for the striker.
Cisse, a French international, has played for Auxerre, Liverpool, Marseille and Sunderland during his career.
He joined Panathinaikos in the summer of 2009 and responded with 55 goals in 88 games for the outfit.
