The striker has made it clear he wants a return to Brazil ahead of the 2014 World Cup and is wanted by Santos, Flamengo, Fluminense and reportedly now also Atletico Mineiro.
Rossoneri Vice-President Adriano Galliani held a meeting with Santos officials on Friday night, though the €7m is still well below their €10m asking price.
The gap could be bridged by including an option on 19-year-old Felipe Anderson as part of the deal.
“The transfer fee and wage demands are really very high,” Santos President Muricy Ramalho told Globoesporte.
“Robinho wants to return and that helps us a little. Considering this desire exists, we hold on to our optimism. Negotiations have not collapsed completely, but they are very complicated.
