The 20-year-old Uruguayan has been a revelation this season and is attracting interest from Inter too.
Il Corriere dello Sport understands Fiorentina have started making inquiries in view of making an offer in June.
Ramirez arrived in Serie A last summer and Bologna are still paying installments to Penarol.
Given the club's financial problems this season, there is speculation that he will be bought and then sold at a premium.
Ramirez scored his first goal in Serie A against Lazio in January.
He was on the scoresheet again a month ago, striking in the 93rd minute at home to Cagliari.
Ramirez made his debut for Uruguay on October 8, 2010 in a friendly against Indonesia.
He provided Liverpool striker Luis Suarez with an assist in a 7-1 win.
