The port club are looking for a new goalkeeper and value the Frenchman highly after years of service in Serie A at Inter, Verona, Parma and Fiorentina.
However, according to the Corriere dello Sport, the Marassi outfit want to firstly find a buyer for Eduardo.
The Portugal international joined the club last summer, but he had a problematic first season in Italian football.
Genoa's other worry is Frey's salary demands.
The 31-year-old is Fiorentina's highest earner given that he gets €2m a season after tax. Genoa's top earner is Miguel Veloso who is on €1.5m net a campaign.
