Mirko Vucinic's agent is in London for talks with Tottenham, but Roma are unimpressed with the £14m offer.
The Montenegrin has made it clear he wants to leave the Olimpico this summer following a row with the local fans.
His price-tag is thought to be €20m, around £18m, but reports from agent Alessandro Lucci's trip to London are not encouraging.
It's claimed Spurs offered only £12.5m plus £1.5m in performance-related bonuses.
Considering Vucinic also has interest from Juventus and Blackburn Rovers, Tottenham will have to raise that bid in order to begin negotiations with Roma.
However, there are also suggestions that Lucci could meet with Manchester United and Manchester City while he is in England.
The agent ruled out Blackburn last week by pointing out the club was “not prestigious enough” for Vucinic.
