According to Corriere della Sera, talks initially broke down because Barça insisted on an obligation to buy if Inter qualify for the Champions League.
The Beneamata are unwilling to make that commitment, so are now proposing a free loan with a €35m option to buy.
Rafinha is thought to be keen on a move to San Siro, and the Nerazzurri are now waiting for an answer from Barcelona.
