Atalanta are rivalling Jiangsu Suning for Sampdoria and Colombia striker Duvan Zapata, offering a total package worth €26m.
According to Sky Sport Italia, the powerful centre-forward could well remain in Serie A after experiences at Napoli, Udinese and now Samp.
The proposal would be €14m for a two-year loan, with option to buy in June 2020 for another €12m.
He is not new to this type of situation, as Napoli had sent him on a two-year loan to Udinese.
Zapata would also prefer to remain in Italy, especially as Atalanta are in the Europa League this season.
The 27-year-old scored 11 goals with six assists in 31 Serie A appearances last term.
