Avellino, Bari and Cesena have failed financial stability tests and could be excluded from the 2018-19 Serie B season.
Every Italian club has to go through these tests each summer before registering for the new campaign.
Initial tests performed by the Covisoc have found problems with Avellino, Bari and Cesena, but they do have time to appeal by July 16.
Avellino seem likely to resolve the situation by increasing the capital.
Bari are currently in the middle of a takeover and could well find the outstanding €3m in time.
Cesena have far more problems to deal with, as the hole in their accounts is reportedly closer to €32m and they need a new buyer.
