FIFA has proposed to protect the players health by introducing a temporary modification of the rules and allow a maximum of five substitutions to be made per team.

But each team will still only have three opportunities to make the five changes, to avoid too many stops.

The temporary change comes into immediate effect and the different competitions can choose to implement the new rules in their respective championships, as IFAB and FIFA will continue discussions at a later stage to decide if the temporary change should be extended to the competitions in 2021.

“Each team will be permitted to use a maximum of five substitutes,” read an IFAB press release.

“To reduce disruption to the match, each team will have a maximum of three opportunities to make substitutions during the game; substitutions may also be made at half-time.

“If both teams make a substitution at the same time, this will count as one of the three opportunities for each team.

“Unused substitutions and opportunities are carried forward into extra time.

“Where competition rules allow an additional substitution in extra time, teams will each have one additional substitution opportunity; substitutions may also be made before the start of extra time and at half-time in extra time.”

Serie A and all other competitions will also be allowed to drop VAR as of June 1, similarly as a temporary measure to help football readjust post-lockdown.
