The Slovenia international had been in a co-ownership deal with Genoa, but the Orobici made a higher bid in the blind auction.
“I am very happy, as I arrive in an important club with great enthusiasm,” said Kurtic.
“This side wants to grow and the last season was difficult, but these things can happen. Safety was achieved and that was the very important objective.
“Atalanta have fans who are very close to the squad. All the supporters ask you to put your heart into it. I promise that I will give 120 per cent.”
Kurtic spent last season on loan at Fiorentina.
