Andrea Pirlo and Marco Verratti did not take part in Italy’s training session ahead of Norway.
The Azzurri are already qualified for Euro 2016, but need a point on Tuesday at the Stadio Olimpico in Rome to be sure of top spot.
Pirlo missed Saturday’s 3-1 victory in Azerbaijan due to a muscular problem.
The New York City FC midfielder is still not fit, as he trained separately from the rest of the squad today.
Verratti was arguably Man of the Match in Baku, but sustained a knock to the calf muscle and was rested.
