Bari will start the 2013-14 season with a two-point penalty and Ascoli from -1 due to financial irregularities.
The Disciplinary Commission announced its decisions this evening.
Bari chief Francesco Vinella and Ascoli patron Roberto Benigni were also handed 40-day bans.
Cagliari President Massimo Cellino was banned for 25 days and fined €10,000 for violating the rules on agents.
In Lega Pro, Andria Bat will start the season from -4 points, while Polisportiva Nuovo Campobasso have a two-point penalty, again due to financial irregularities.
